Gen 1 carb low speed surging

I have a nice 1985 Vmax with a PCW 1500 HO engine, Hindel pipe Yoshimira can, stage 7, K&N filters and Dyna 3000.
Having a hard time dialing in the carbs. It starts well and idles well. Sync is spot on. The half throttle and more is fine and it pulls hard and revs out well, but the part throttle 2000-5000 rpm is horrible and it will barely run here.
Needles in slot 3, 160 mains, new float needles and floats double checked and dynamic checked with clear hose, all good. PJ1 and 2 clear and Seafoamed and blown out. Idle jets at about 3 turns and are new. New diaphram rubbers. Added a kit of new seals and o-rings for the jet blocks that John from PCW tee'd up for me. No vacuum leaks.
I have had these apart and back together very carefully several times now with no change.
About to disassemble again and looking for some hints or ideas of where the problem might be? Thx Tom
