Surging problems

Earlier this year I purchased a 2006 Yamaha Vmax with 1600 miles on it. It had not been operated in some time and, of course, had carburetor issues. I took it to a local motorcycle dealer who cleaned the carburetors, replaced o-rings and carburetor gaskets, replaced spark plugs, and did a tune up. Now, 800 miles later, the bike is surging at around 2500-4000 rpms. I called the shop and the mechanic indicated it may be water in the gas. I drained the tank completely and dried it (did not drain carburetors but did run it completely out of gas). Put 3 gallons of fresh, 91 octane gas without ethanol back in, ran it, and checked carburetor sycronization. Same problem. Added 4 ounces of Sea Foam and ran it. Same problem.

Any thoughts of what I could pursue next?
